Spinnerbait strikes, not bites

Pond Scum - graduate

So after attending a Bass U live event I've gotten excites about fishing again.

I have been practicing casting in the local neighborhood pond - using a spinner bait as my practice lure. I've really just been casting - not really paying too much attention to the bait. Just cast and steady retrieve. I have felt a few strikes but when I go to set the hook I'm not getting a hook set. Am I just being "slow on the draw" or are the fish not completely interested, or any ideas?

Strike King spinner(?), no trailer. Single gold Colorado blade, chartreuse and white skirt. I'm not sure what size spinnerbait - it has been on the rod since last year
Pond has stained water, I would guess 50-55 degree water temp and it has been windy past couple days

They could be biting the blades. Some guys swear by a trailer hook, if you're in mostly open water, this sounds like a great place to employ a trailer hook.
