Wake bait Tips

Hey guys I watched Scott Suggs video on wake baits and I have a question about it. Any tips on retrieve for waking a red fin? I am using 17 lb mono and with my rod tip high and a slow retrieve but the bait still try’s to dive under the surface. I have to basically crawl it and shake the bait to get to wake.
