Cold shallow water heavy submerged hydrilla ?

what would be the best technic / bait to fish a area with 2'-6' of depth, 53.5deg water temp with heavy hydrilla just 6"-8" below the surface? (water is gin clear) Also the water temp 1 week ago was in the 70's with fish on beds.
