Low water/ drought conditions

I live near a large resavoir in the west. You might have heard we are having a drought over here!
My resavoir is large, 56,000 acres. It's deepest levels are around 40 ft during a normal water year. This year we are only 18% full, down 32% from last year at this time ( they are also doing dam maintenance and keeping the levels low for that).
All my regular spots are either dry ground right now, or very different. Everyone is fishing just above the dam. Where should I look for them under these conditions?
Oh, also smallmouth bass is what we have, they feed on perch and crawdads.

I hope the reservoir has filled up some. If I was looking for smallies, it's all about finding the bait. I have never fished for smallies on a reservoir that has dropped that low, but here is how I would approach it. I'd look for that bait. The smallies don't seem to care as much about the habitat in the water as they do the bait. I wish I could be more helpful and hope the reservoir fills up.
