Weed Spraying

I fish in SW Michigan and even though we are in smallmouth country most of the inland lakes in my area are primarily populated with Largemouth. I believe the predominate forage to be Bluegill. Sadly the last few years a lot of our lake associations want to turn these lakes into giant swimming pools and will continually to chemically treat them. I believe when that happens they tend to suspend more. My question is besides targeting remaining cover which will usually be lily pads and docks how would you approach these fish ?

running into this situation a lot on the east side of Michigan as well. Sucks to see lakes turned into barren wastelands of dead and dying grass
